Senators Chuck Grassley and Dick Durbin introduced a bill in American Parliament to have strict policies laid down for employing H-1B, L1 visa holders. They termed employing other nationals for low wages affecting the employability of equally potential Americans as "Abuse of system". They stressed that reform of the H-1B is at most priority.
All this would yield in downsizing the jobs of Indians as well as other nation's employees working in US but also help them in improving their pays. The main issue the senators raised was that while H-1B and L1 visa was introduced to fill up those posts the Americans were not qualified enough to fill in or in those areas where a better technological services were required but not as a replacement to the qualified American, Displacing him from his employability.
Sanctioning of this bill would mean that the Department of Labour would review, investigate and audit employer compliance as well as to penalize fraudulent or abusive conduct and prohibit H-1B or L-1 visa holders taking place of equally eligible American. This bill will also prioritize the annual allocation of H-1B visas.
